Since Fiscal Year 2008 to 2010, Indonesia Investment Coordinating Board (BKPM) consecutively wins the best opinion called Fairly Without Exceptions (WTP) on the evaluation of financial management and implementation of accounting in financial reporting done by the Audit Board of the Republic of Indonesia (BPK). Located in Dhanapala Building, Fiscal Year 2010 Award was awarded by Indonesian Vice President on September 19, 2011. Attended by 53 ministries and institutions at central and regional levels, the award was given during the National Working Meeting of Accounting and Government Financial Reporting held by Republic of Indonesia Ministry of Finance.
In his speech, the Minister of Finance noted that the package of regulatory legislation in the field of state finances, including Law No. 17 year 2003 on State Finance, Law No. 1 Year 2004 regarding State Treasury, and Law Number 15 Year 2004 on the Audit of the Management and Financial Responsibility of State regulations and all supporting regulations show that the government and the parliament seriously want to improve the financial management at both national and local levels. One of the fundamental considerations of the issuance of such legislation is that the state finances should be orderly managed, obedient to the laws and regulations, efficient, economical, effective, transparent and accountable with respect to a sense of fairness and decency as one of the prerequisites to support the successful implementation of the state government. To support the realization of good governance in the state administration, public finance management should be conducted in a professional, open, and accountable in accordance with basic rules that have been established in the 1945 Constitution of the Republic of Indonesia. As the elaboration of basic rules that have been established in the 1945 Constitution, Law No.17 Year 2003 translates it into the general principles that have long been known in the management of state assets, such as an annual basis, the principle of universality, the principle of unity and the principle of specialties and also the brand new principles as the reflection of best practice (the application of the good rules) in the state finances management, for instance results-oriented accountability, professionalism, proportionality, transparency in financial management and auditing done by the independent auditor. Financial reports as a form of accountability is an important instrument to inform the financial condition. Financial reports become benchmarks in assessing government performance, especially relating to whether revenues and expenditures are actually used to achieve the programmed goals. The quality of financial reports can be reflected by the provision of opinions, which is a statement made by professional auditors. Good financial reports will get lots of good opinion called Fairly Without Exceptions (WTP).
BKPM is determined to continuously maintain and improve the quality of financial management to continuously develop the quality of human resources by giving the training in financial management held annually. Besides, BKPM was also awarded the Centre Manager of Human Resources Agency of the Year 2010 by the State Personnel Agency (BKN). The award was given by the head of BKN Edy Topo Ashari during the 64th anniversary of the BKN on May 30, 2011 in BKN Building, Jakarta.
